Lacombe County prepares for cannabis legalization at recent council meeting

BYLAW NO. 1285/18 PUBLIC HEARING

A public hearing was held for Bylaw No.1285/18. Bylaw No. 1285/18, is a bylaw of Lacombe County to amend the Lacombe County Land Use Bylaw No. 1237/17 as it relates to general regulations and district requirements. Bylaw No. 1285/18 has been developed to accommodate the legalization of cannabis on Oct. 17, 2018. By resolution of Council consideration of Bylaw No. 1285/18 was deferred to the Nov. 8, 2018 Council meeting.

BYLAW NO. 1288/18

Bylaw No. 1288/18, a bylaw of Lacombe County to amend the Town of Bentley/Lacombe County Intermunicipal Development Plan. Bylaw No. 1288/18 was given first reading by Council and approval to hold a public hearing on Nov. 8, 2018 commencing at 9 a.m.

BYLAW NO. 1280/18

Bylaw No. 1280/18, a bylaw of Lacombe County for the purpose of adopting the Milton/Morningside Area Structure Plan (ASP) was given first reading by Council and approval to hold a public hearing on Nov. 8, 2018.

BYLAW NO. 1287/18

Bylaw No. 1287/18, is a bylaw of Lacombe County to provide for the prohibition of certain public disturbances. Bylaw No. 1287/18 will amend the current Community Standards Bylaw to restrict the smoking and vaping of cannabis in a manner that is similar to the restrictions that are placed on alcohol and tobacco.

Bylaw No. 1287/18 was given second and third reading by Council.

LACOMBE COUNTY FIRE SERVICE POLICY MANUAL

The new Lacombe County Fire Service Policy Manual was approved by Council as presented; and further, the Scope of Practice and Service Level Agreements was endorsed by Council as presented in the manual.

SALE OF COUNTY PROPERTY

By resolution of Council the County Manager was authorized to accept the high bid for the purchase of Pt. NW 21- 40-04 W5M; containing approximately 1.00 acre of land.

POLICY AD(41) ASSET MANAGEMENT

Policy AD(41) Asset Management, which outlines the fundamental asset management principles to be implemented across Lacombe County, was presented for Council’s consideration. Council subsequently approved Policy AD(41).

KEY ACTION ITEMS IMPLEMENTATION PLAN 2018 TO 2023

The update on the Key Action Items Implementation Plan 2018 to 2023 was approved as presented. The Key Action Items are identified in the Lacombe County Strategic Plan for 2018 to 2023.

With regard to Action Item 8.7 - Advocate both provincial and federal levels of government for improved communications technology and service capability for rural Alberta, the following resolution received Council approval:

  • That the County Manager be directed to prepare a discussion paper on the costs and benefits of 1) requiring developers to install conduit for fibre-optic cable at the time of development and, 2) of the County installing conduit for fibre-optic cable during road construction; and further, that this paper be presented at a future Council meeting.
